Job Description
PROPERTY NAME: Regional Office – Las Vegas, NV

Job Summary:

The Senior Director shall assist and direct the Property Managers and Regional Property Managers in successfully attaining the company’s operational and financial goals while reinforcing the company’s customer service culture. The Senior Director will assist and direct the Property Managers and assigned Regional Property Managers.

RESPONSIBILITIES

General Administration:

  • Assumes overall responsibility for the day-to-day management of the apartment portfolio in partnership with the Managing Director/SMD and Asset Manager(s).
  • Participates in the development of the property budget and constantly seeks to develop strategies for enhancing the economic performance of the assets.
  • Implements the action plan for maximizing property performance as outlined in the Properties’ budgets.
  • Communicates with the Asset Manager and SMD/MD at least bi-weekly to discuss marketing, occupancy, budget conformance, personnel, capital improvements and any other material topics.
  • Complies with all policies and procedures established by the organization and/or the Asset Manager for the administration of the properties.
  • Ensure that all portfolio properties maintain a visual appealing office which is open at least during normal business hours and more often, depending on the needs of the tenants (as necessary).
  • Hires, trains and retains qualified personnel and contractors to oversee the daily property operations
  • Completed regular onsite property visits to ensure onsite operations are being executed to company standards.
  • Evaluates the performance of all personnel and contractors on a regular basis.
  • Complies with the Federal Wage and Hour Act, the Occupational Safety and Health Act, the Workers’ Compensation Act, and all applicable federal, state and local statutes and regulations.
  • Submits written reports on the operations of the property to the RVP and/or Asset Manager on a monthly basis in a format established by organization.
  • Informs SMD/MD and/or Asset Manager of any high level issues. Any issues involving team members should be escalated to Human Resources in addition to the other key business partners.
  • Attends and participates in industry association meetings and seminars to keep up-to-date on trends and changing conditions in the marketplace.
  • Cooperates in the completion of any other tasks which may be requested by the Asset Manager and/or SMD/MD

Marketing and Leasing:

  • Participates, as requested by the SMD/MD or Asset Manager, in the analysis of the market and in the development of the market position strategy.
  • Maintains a detailed knowledge of the primary market and shops competing properties to better position the subject and provides a written monthly market report on the company format.
  • Implements the marketing, leasing and resident retention programs approved by the SMD/MD and/or Asset Manager.
  • Trains the on-site manager, the on-site office personnel, and the leasing personnel in the implementation of the marketing program and continually supervises their performance.
  • Makes recommendations to the Asset Manager for increases or reductions in the rental schedule (together with complete justification for the adjustment).
  • Reviews the vacancy status to insure that the report is accurate and up-to-date. Inspects vacancies and “ready to show” units on a regular basis. Analyzes all units not “ready to show.”
  • Manages a comprehensive on-going tenant retention effort.
  • Reviews resident comment/evaluation forms and shoppers reports to determine the need for any initiatives to increase resident satisfaction and to evaluate the performance of the on-site staff.

Fiscal Management:

  • Continuously identifies strategies for increasing property income and reducing property expenses.
  • Prepares a proposed annual budget of income, expenses and capital improvements for submission to the company for approval.
  • Administers the approved annual budget of income and expenses in accordance with all company requirements. Monitors the status of the operating budget and determines necessary reductions or increases in allocations.
  • Obtains written approval from Asset Manager and SMD/MD for all proposed expenditures in excess of the threshold established in the management agreement.
  • Maintains a system of accounting (including effective internal controls) which complies with all applicable company and general professional standards.
  • Approves all invoices and initiates payment as appropriate, escalates high level concerns to supervisor.
  • Prepares monthly income and expense statements with collateral supporting documentation. Submits the required monthly reports to CW on an accurate and timely basis and in a format which meets the company’s specific requirements.
  • Manages rent collections (including the collection of delinquencies and returned checks.).
  • Reviews all delinquent accounts and pursues any action required.
  • Institutes procedures to assure the transfer of funds collected to the property management company office so that excess funds are not retained on-site.
  • Maintains resident security deposits as required by state law and the lease.
  • Periodically audits any petty cash fund.
  • Reviews in detail all purchase orders prepared by the project to insure clarity and proper justification for the purchase.

Maintenance and Capital Improvements:

  • Develops recommendations to the Asset Manager for needed capital improvements for possible inclusion in the Annual Property Plan.
  • Personally inspects the exterior and interior of the property at least monthly using an approved inspection checklist and then prepares written recommendations to the Asset Manager for immediate physical repairs and/or replacement as required.
  • Inspects the condition of the pool and related equipment (spring, summer, and fall) for proper maintenance.
  • Maintains all required maintenance and capital improvement documentation including as-built drawings, plans and specifications, equipment parts inventory, service schedules, warranty log, etc..
  • Monitors work order forms to determine the status of completed and outstanding resident requests. Reviews the age of incomplete work orders and the reasons for non-completion.
  • Prepares a preventive maintenance checklist to be utilized by maintenance personnel and monitors the performance of preventive maintenance.
  • Undertakes approved capital improvement projects under the supervision of the Asset Manager and in accordance with the Equity Capital Improvements Technical Manual.
  • Secures evidence of workers’ compensation and liability coverage from any contractor prior to engaging the same to perform any work on the property.

Job Requirements

SKILLS REQUIRED:

  • Extensive knowledge of multi-family industry and Fair Housing regulations
  • Work involves highly confidential and sensitive information; sound judgment and discretion is essential
  • Strong interpersonal skills and the ability to work under time constraints
  • Strong project management, analytical and research skills with a demonstrated ability to manage projects from inception through completion
  • Position may require real estate license based upon state requirements
  • Performs other related duties and tasks as required

EXPERIENCE REQUIRED:

  • 5+ years of property management experience in a senior level Regional Manager or Vice President/Director capacity.
  • High school education required; 4 year college degree in a related field strongly preferred.
  • Valid driver’s license if required to operate a motor vehicle to perform the job duties.
  • Must be able to communicate effectively with all levels of management, residents, prospects and all property level personnel.
  • Must be detail oriented and able to focus with frequent interruptions.
  • Have intermediate level of computer and internet navigation skills.
  • Must be able to effectively market a property and the surrounding amenities to potential residents and conduct appropriate follow up via written and/or verbal communication.
  • Maintains confidence and protects operations of business by keeping information confidential.

Supervisory Responsibilities:
Oversee all staff within assigned portfolio
