Contracts Executive / Officer

Job Description Summary

Responsible for the coordination of projects, including small tenant improvements, assignments, capital improvements and building or site repairs for properties; may provide project management support to Project Managers or Directors for designated projects.

Job Description

  • Come up with the list of projects for preparation of the budget
  • Monitor and ensure town council’s projects and contracts are called in timely manner and within budget allocated.
  • Work closely with Property Teams on scope of works on calling of cyclical works, including lift replacement projects.
  • Provide end-to-end process of calling tender and quotations, arranging interviews of tenderers, putting up evaluation papers for Sub Committee and Council’s approval, award of tender, updating of records in HDB and TC systems (Cyclical Maintenance Management System and Town Council Management System), support audit checks.
  • Ensure that the processes comply strictly with the Town Council’s Act and Town Councils Financial Rules and Compliance requirements
  • Monitor the progress of the projects and working closely with Project Team on progress claims and variation orders and conducts checks
  • Value add on suggestions to coming up and/or improving term contracts specifications, projects design or progress of works
  • Take accountability and ownership of Workplace Safety & Health (WSH) standards and outcomes in building up a Safety Culture, including the liaison for safety audits.
  • Assist GM to put up strategic operational plans for approval and / or carry out presentations
  • Monitor the performance of the term contractors and to call for meetings to determine the performance of contractors esp conservancy contractors
  • Take on ad hoc projects such as office renovations, doing projections for the various building programmes such as facade enhancement,
  • Monitoring of the lifts contracts including the various cyclical and lift enhancement programmes and to seek necessary approvals from Council
  • Undertake the role of Secretary for Town Council’s subcommittee
  • Perform any related duties as required and directed
